Proposición de un índice de bienestar para medir la severidad de la pobreza

Abstract

La razón de construir un índice de bienestar como medida de la severidad de la pobreza, debe necesariamente implicar el análisis de las características de las familias "pobres", para dar base sólida a las políticas que pueda seguir el estado para solucionar el problema de la extrema pobreza. Para poder definir la extrema pobreza estas familias no pueden estar definidas solamente por el ingreso monetario, ya que variables distintas al ingreso pueden afectar su nivel de bienestar. Debe utilizarse algún criterio que refleje el cumplimiento de ciertas condiciones mínimas de vida, definidas a priori. Por esta razón, antes de pasar a la metodología propuesta para tal índice, se ha encontrado pertinente resumir en algunas palabras qué es bienestar social y cuáles serán las condiciones mínimas de vida que deberán tomarse en consideración al realizarse un estudio de este tipo.
