    (Valerie Piper is a Senior Fellow in the Annie E. Casey Foundation's Center for Family Economic Success. She served as Executive Director of the Center for Urban Redevelopment Excellence at Penn from its inception until January 2010. Prior experience includes working with the City of Chicago and the Chicago Housing Authority to frame the mixed-income redevelopment part of their Plan for Transformation, in conjunction with the U.S. Department of Housing and Urban Development to create the mixed-finance public housing development program, and with the CDFI Fund of the U.S. Department of the Treasury in that program's initial year.)
