The Political Economy of Infrastructure Planning in Sweden

Abstract

We study factors affecting the choice of projects to be included in the National Transport Infrastructure Plan for 2010-21 in Sweden, controlling for the CBA results. The centre-right government tended to favour counties that voted for it, and favour rail investments over road. We find no discrimination against the large cities of Gothenburg, Malmö, and Stockholm. Finally, lobbying also matters; projects with co-financing from the local municipality have a greater probability of being included in the Plan. Industry lobbying has, at best, a borderline significant effect, and affects the probability of a project being included in the Plan positively. © 2013 LSE and the University of Bath
