Abstract

It is part of the ILO functions to produce the legal labor standards intended to be ratified and applied by all countries. These labor standards form the subject of critical reviews in the case of open economies, but they remain an essential base to the improvement of labor market conditions, mainly in developing countries. In a context of globalization, where governments cannot necessarily exert control on firms any longer, private standards, endogenous to the system, can emerge. We present the main characteristics of these private standards, but according to our analysis, they are complementary to the exogenous labor standards proceeding from the governments, but not substitutable to them.
