Regional and Innovation Policies in Finland - Towards Convergence and/or Mismatch?

Abstract

Jauhiainen J. S. Regional and innovation policies in Finland - towards convergence and/or mismatch?, Regional Studies. This article discusses regional and innovation policies in Finland, with special attention focused on centres of expertise, regional centres and Multipolis programmes. Traditionally, regional policy in Finland supports populating of the entire country by providing equal access to welfare regardless of local resources. Current innovation-oriented regional policies promote larger urban areas by integrating them as regional clusters into the national innovation system while promoting necessary innovation-supportive interaction within localities, and by opening development into a global economy. Simultaneous implementation of the goals of the traditional distributive welfare policy and new competitiveness policies easily leads to a policy mismatch at the local level. Cet article cherche a discuter des politiques regionale et d'innovation en Finlande, tout en pretant une attention particuliere aux centres d'expertise, aux centres regionaux et aux programmes multipolaires. Normalement, la politique regionale en Finlande prone le peuplement du pays entier en favorisant l'acces a armes egales a la protection sociale, quelles que soient les ressources locales. Les politiques regionales en vigueur orientees vers l'innovation portent sur les agglomerations urbaines plus grandes en les ancrant dans le systeme national d'innovation comme grappes regionales, tout en pronant la necessaire interaction locale en faveur de l'innovation, et en creant les conditions qui favorisent l'ouverture vers le developpement d'une economic mondiale. La misc en oeuvre simultanee des objectifs de la politique traditionnelle de protection sociale qui porte sur la notion de solidarite, et les nouvelles politiques de competitivite, entrainent facilement une disparite do politique au niveau local. In diesem Artikel werden die regionalen und Innovationspolitiken in Finnland beschrieben, wobei besonders auf die Kompetenzzentren, die regionalen Zentren und die Multipolis-Programme eingegangen wird. Die traditionelle Regionalpolitik von Finnland unterstutzt eine Besiedelung des gesamten Landes, indem sie Sozialleistungen unabhangig von den lokalen Ressourcen gewahrt. Die derzeitigen innovationsorientierten Regionalpolitiken fordern grossere Stadtgebiete, indem sie sie als regionale Ballungsraume in das nationale Innovationssystem integrieren und zugleich die zur Unterstutzung der Innovation benotigte Zusammenarbeit zwischen den einzelnen Orten fordern und die Entwicklung in eine globale Wirtschaft eroffnen. Eine gleichzeitige Implementierung der Ziele der traditionellen umverteilenden Sozialpolitik und der neuen Politiken zur Forderung der Wettbewerbsfaihigkeit fuhrt auf lokaler Ebene leicht zu einem politischen Ungleichgewicht. En este articulo se plantean las politicas regionales e innovadoras de Finlandia prestando especial atencion a los centros de experiencia, centros regionales y programas Multipolis. La politica regional en Finlandia apoya tradicionalmente a la poblacion de todo el pais ofreciendo un acceso igualitario al bienestar sin tener en cuenta los recursos locales. Las politicas regionales actuales orientadas hacia la innovacion fomentan grandes areas urbanas al integrarlas como aglomeraciones regionales en el sistema de innovacion nacional promoviendo a la vez la interaccion de apoyo a la innovacion en sus municipios abriendose al desarrollo en una economia global. Los objetivos de la politica tradicional del bienestar distributivo y los nuevos programas de competitividad se ponen en practica a la vez, lo que facilmente conduce a una incompatibilidad de politicas a nivel local.
