Abstract

Economic exclusion and 'worklessness' are high on the current political agenda; both continue to characterize large areas of the North East of England, as clearly indicated by UK regional statistics on multiple deprivation. Understandably, a key priority of the Regional Development Agency for the North East (One NorthEast, ONE) is the economic (inclusive) development of the region. Policy makers increasingly see social capital as an important pathway to increased economic inclusion for distressed communities. By helping individuals and groups develop confidence, social networks, and trust and behaviour norms, it has been argued that increased social capital can enhance the employability of individuals, and the employment capacities and capabilities of the communities in which those individuals are embedded. In this study an assessment was made as to whether the social capital of individuals in distressed communities could be enhanced by local community development programmes - which are increasingly seen as an alternative mechanism for improving economic inclusion - and, subsequently, whether the employability and employment opportunities of programme participants increased. Based on this assessment, several policy recommendations were made to the regional development agency. Miles N. et Tully J. A partir de cette evaluation, on fait plusieurs recommandations de politique. In der Politik wird das Sozialkapital zunehmend als wichtige Methode zur Verbesserung der wirtschaftlichen Eingliederung von benachteiligten Gemeinschaften betrachtet. Sozialkapital hilft Einzelnen und Gruppen dabei, Selbstvertrauen zu entwickeln und soziale Netze, Vertrauen und Normen aufzubauen. Auf diese Weise kann es die Beschaftigungsfahigkeit von Einzelnen und das Beschaftigungspotential von Gruppen verbessern. Wir untersuchten, ob sich das Sozialkapital von Einzelnen in benachteiligten Gruppen von Nordostengland durch Entwicklungsprogramme in der Gemeinschaft vor Ort (die zunehmend als alternativer Mechanismus zur Verbesserung der wirtschaftlichen Eingliederung gelten) verbessern lasst und ob die Beschaftigungsfahigkeit und Beschaftigungschancen der Programmteilnehmer steigen. Ausgehend von dieser Bewertung werden verschiedene politische Empfehlungen formuliert. Aqui analizamos si el capital social de los individuos en las comunidades menos favorecidas del noreste de Inglaterra se podria mejorar en los programas de desarrollo de la comunidad local -que se consideran con mayor frecuencia un mecanismo alternativo para mejorar la inclusion economica- y si se mejoran el rendimiento de empleo y las oportunidades laborales de los participantes en el programa.
