Convergence of Public Expenditures in UK Territories

Abstract

The paper compares the relative levels of total and per capita public expenditures in the four UK territories of England, Northern Ireland, Scotland and Wales between 1985/86 and 2000/01. It finds that the nature of convergence of per capita territorial public expenditures appears to contrast with the convergence of per capita comparable expenditures resulting from operation of the Barnett Formula. Rather than there being convergence towards comparable public spending per capita in England, as is theoretically the case in relation to the formula, total identifiable territorial public expenditures per capita in Northern Ireland and Wales have converged towards those of Scotland. Se encuentra que la naturaleza de la convergencia de los gastos publicos territoriales per capita parece contrastar con la convergencia de los gastos publicos comparables per capita que resultan de la aplicacion de la Formula Barnett. Mas que la existencia de convergencia hacia un gasto publico comparable per capita en Inglaterra, como teoricamente es el caso en relacion a la Formula, el total de los gastos publicos territoriales per capita identificable en Irlanda del Norte y en el Pais de Gales ha convergido en direccion al de Escocia.
