Abstract

Centre- state relations in Brazil have been difficult and have been at the root of many problems since the passing of the 1988 Constitution, which sanctioned an over- empowerment of the states to the detriment of the federal government. As a consequence, the last decade and a half has featured a continuous power struggle between the centre and the states and successive attempts by the former to consolidate its position. The left-wing Partido dos Trabalhadores (PT) administration, which was sworn into office in early 2003 commanding huge popularity and with a previous strong record in local government, is again addressing the issue of forcing more responsibility for spending onto the states. While this may entail further devolution, it would bring about an equalization between spending opportunity and responsibility, and help to minimize the agency problems that stem from the centre-state power struggle that partially underpinned much of the economic turmoil of the 1990s. This paper, however, contrasts this policy priority with one of the central pillars of the new administration's aspirations: the reduction of poverty and inequalities. While greater fiscal responsibility at the state level may well lead to greater macroeconomic stability, it could also set in motion a series of mechanisms likely to engender greater regional disparities, which have been relatively stable in Brazil over the last two decades. The discord between the priority of state debt reduction and that of inequality reduction is therefore likely to emerge as a central policy challenge for the new administration. Par consequent, la derniere decennie et demi a ete dominee par une lutte continue entre l'administration centrale et les etats, et par des tentatives successives par la premiere de conforter sa position. Le gouvernement du parti de gauche, le Partido dos Trabalhadores (PT), qui est arrive au pouvoir au debut de l'an 2003 tout en beneficiant d'une popularite enorme et ayant une bonne reputation dans le cadre de l'administration locale, aborde encore une fois la question de comment responsabiliser davantage les etats quant a leurs depenses. Alors que cela impliquerait une regionalisation plus elargie, il entrainerait un reequilibrage de la possibilite de depenser et des competences qui en decoulent, et aiderait a minimiser les problemes de gestion qui proviennent de la lutte entre l'administration centrale et les etats a l'origine, du moins en partie, du desarroi economique des annees 1990. Cependant, cet article fait ressortir le contraste entre cette priorite de politique et l'un des piliers centraux de l'architecture du nouveau gouvernement: la reduction de la pauvrete et des inegalites. Tandis que se responsabiliser fiscalement sur le plan etatique pourrait bel et bien amener a une stabilite macroeconomique accrue, cela pourrait egalement declencher toute une serie de mecanismes susceptibles de creuser les ecarts regionaux, qui sont relativement stables au Bresil depuis les deux dernieres decennies. La divergence entre la priorite de reduire la dette publique et celle visant la reduction des inegalites risque de se ressortir comme un defi de politique cle pour le nouveau gouvernement. Seit der Verabschiedung der Verfassung im Jahre 1988, die eine Ubermacht der Mitgliedstaaten zum Nachteil der Bundesregierung zur Folge hatte sind in Brasilien die Beziehungen zwischen der Regierung und den einzelnen Mitgliedstaaten schwierig gewesen. Infolgedesen waren die letzten fUnfzehn Jahre von anhaltenden Machtkampfen zwischen Bundesregierung und Mitgliedstaaten gepragt, sowie wiederholten Anlaufen ersterer, ihre Stellung zu festigen. Die links angesiedelte Regierung der Partido dos Trabalhadores (PT), die 2003 vereidigt worden war, sich enormer Popularitat erfreut und in frUheren Amtsperioden betrachliche Leistungen auf dem Gebiet der Ortsverwaltung vorweisen konnte, wendet sich wieder dem Problem zu, den Mitgliedstaaten grossere Verantwortlichkeit fUr ihre Ausgaben aufzuzwingen. Obwohl dies weitere Dezentralizierung zur Folge haben konnte, wUrde es zu einem Ausgleich zwischen Verantwortlichkeit und Gelegenheit zu Ausgaben fUhren, und dazu beitragen, die Probleme mit Agenturen zu reduzieren, die sich aus dem Machtkampf zwischen Bundesregierung und Mitgliedstaaten ergeben, und z.T. einem Grossteil der Wirren der neunziger Jahre zu Grunde lagen. Dieser Aufsatz stellt den Vorrang der politischen Bestrebungen jedoch eine der HauptstUtzen der Hoffnungen der neuen Regierung gegenUber: die Verringerung von Armut und Ungleichheit. Obschon vermehrte Verantwortlichkeit fUr Finanzen auf Staatsebene durchaus zu grosserer makro-okonomischer Stabilitat fUhren dUrfte, konnte sie auch eine Kettenreaktion auslosen, die noch weitere regionale Unterschiede wahrscheinlich macht, welche sich wahrend der letzten zwei Jahrzehnte in Brasilien in relativ stabilen Schranken gehalten hatten. Die Disharmonie zwischen Dringlichkeit der Reduzierung der Staatsschuld und der Verringerung der Ungleichheit wird sich deshalb fUr die neue Regierung wahrscheinlich als die grosste politische Herausforderung erweisen. Las relaciones entre gobierno federal y estados en Brasil han sido dificiles y estan en la raiz de muchos problemas desde la aprobacion de la Constitucion de 1988, la cual sanciono una sobre-atribucion de poder de los estados en detrimento del gobierno federal. Como consecuencia, la ultima decada y media se ha caracterizado por una continua lucha de poder entre el centro y los estados y por sucesivos intentos por parte del primero para consolidar su posicion. El gobierno izquierdista del Partido dos Trabalhadores (PT), en el poder desde principios del 2003 y que goza de una gran popularidad y de un fuerte historial en materia de gobierno local, esta de nuevo prestando atencion a la atribucion a los estados de una mayor responsabilidad en sus gastos. Esto podria acarrear una mayor descentralizacion, a la par que un mejor ajuste entre gasto u responsabilidad fiscal y ayudaria a minimizar los problemas de agencia que se derivan de la lucha de poder entre el centro y los estados y que alimentaron en parte los trastornos economicos de los anos 90. Este articulo, sin embargo, contrasta esta prioridad politica con uno de los pilares centrales de las aspiraciones de la nueva administracion: la reduccion de la pobreza y las desigualdades. Mientras que una mayor responsabilidad fiscal a nivel estatal bien puede llevar a una mayor estabilidad macroeconomica, tambien podria poner en marcha una serie de mecanismos que engendren unas disparidades regionales mayores, las cuales han permanecido relativamente estables en Brasil durante las dos ultimas decadas. La discordia entre la prioridad de reduccion de la deuda estatal y la de reduccion de las desigualdades es por tanto problable que emerja como uno de los principales retos politicos para la nueva administracion.
