Abstract

DIGIOVANNA S. (1996) Industrial districts and regional economic developoment: a regulation approach, Reg. Studies 30, 373-386. This paper examines the regulatory underpinnings of industrial districts. As many regional governments have been forced to accept greater responsibility for their own economic futures, the industrial district model has been presented as an attractive path to economic development. The underlying assumption among many policy makers is that all industrial districts are based on similar models of production organization and labour relations. Nevertheless, the comparative approach illustrates that districts which appear similar on the surface are often quite distinct, particularly when the experience of workers is considered. By applying the concepts of regulation theory to the experiences of Emilia-Romagna, Baden-Wurttemberg and Silicon Valley, this paper illustrates that flexibly-specialized districts can result in a variety of social outcomes. This paper concludes that the success of industrial districts in engendering equitable economic development depends on the institutionalized social compromises which exist in the region. Cet article cherche a examiner les fondements de controle des regions industrielles. Au fur et a mesure que beaucoup des gouvernements regionaux ont ete charges de leur propre avenir economique, le modele de la region industrielle s'est vu presenter en tant qu'une voie avantageuse vers le developpement economique. Pour ce qui est de beaucoup des decideurs, la supposition sous-jacente c'est que toute region industrielle est fondee sur des modeles de l'organisation de la production et des relations du travail similaires. Toujours est-il que la facon comparative montre que, souvent, des regions qui se ressemblent en apparence, se distinguent nettement - surtout quand on tient compte de l'experience des travailleurs. En appliquant les notions de la theorie de reglementation aux experiences d'Emilia-Romagna, de Baden-Wurttemberg et de Silicon Valley, cet article demontre que des regions qui se specialisent de facon flexible peuvent entrainer une variete de resultats sociaux. Cet article conclut que la reussite des regions industrielles a engendrer un developpement economique equilibre depend des compromis sociaux institutionnalises qui existent dans la region. Dieser Aufsatz untersucht die Bestimmungsgrundlagen von Industriegebieten. Da viele Regionalregierungen sich gezwungen sehen, mehr Verantwortung fur ihre wirtschaftliche Grundlage zu ubernehmen, hat sich das Modell des Industriegebiets als attraktiver Weg zu wirtschaftlicher Entwicklung angeboten. Die dabei zugrunde liegende Annahme in Kreisen, die sich mit richtungweisender Planung befassen, lauft derauf hinaus, dass alle Industriegebiete auf ahnliche Modelle der Produktionsorganisation und Arbeitgeber - Arbeitnehmerverhaltnissen aufbauen. Die vergleichende Betrachtung zeigt jedoch, dass Gebiete, die, oberflachlich gesehen, Ahnlichkeiten aufweisen, oft ganz verschieden sind, besonders was die Erfahrung der Arbeiterschaft angeht. Mit Hilfe der Konzepte der Theorie von der Auswirkunk von Bestimmungen auf Erfahrungen in der Emilia Romagna, in Baden-Wurttemberg und im Silicon Valley zeigt dieser Aufsatz auf, dass flexibel spezialisierte Gebiete eine Vielfalt gesellschaftlicher Ergebnisse zeitigen konnen. Der Aufsatz kommt zu dem Schluss, dass der Erfolg von Industriegebieten bei der Schaffung fairer wirtschaftlicher Entwicklung von institutionalisierten gesellschaftlichen Kompromissen abhangt, die in dem Gebiet breits wirksam sind.
