Abstract

HINDE K. (1994) Labour market experiences following plant closure: the case of Sunderland's shipyard workers, Reg. Studies 28, 713--724. This paper uses a comprehensive database, surveys and interviews to examine the labour market experiences of shipyard workers following the closure of British Shipbuilders (BS) yards in Sunderland from late 1988. Sunderland Enterprise and Training Limited, a subsidiary of BS, had the specific remit of helping to redeploy these workers. However, structural and spatial changes in the pattern of manufacturing made the acquisition of alternative employment difficult. Spatial search therefore increased, encouraged by re-training. However, over time, distance became a barrier to employment stability in these new work locations. This paper therefore raises issues for policymakers concerning those factors associated with travel-to-work distances including the migration option and the paucity of local employment generation. A particular feature of this paper is the use of ex post measures of employment stability. HINDE K. La Sunderland Enterprise and Training Limited, une filiale des British Shipbuilders, était chargée de faciliter la reconversion de ces ouvriers. Der Gesellschaft fur Unternehmen und Ausbildung (mbH) in Sunderland (Sunderland Enterprise and Training Limited), einer Tochtergesellschaft der British Steel (BS) war speziell mit der Aufgabe betraut worden, diesen Arbeitern zum Einsatz an anderer Stelle zu verhelfen. Umstrukurierung und räumliche Umstellungen im Produktionschema erschwerten jedoch den Zugang zu alternativen Erwerbstätigkeiten. Ermutigt durch Umschulung, wandten sich Stellensuchende deshalb zunehmend weiter entfernten Räumen zu. Im Laufe der Zeit stellten Entfernungen sich jedoch als der Stabilität von Erwerbsstellen an diesen neuen Arbeitsstandorten hinderlich heraus. Der Aufsatz wirft deshalb Fragen auf, die die richtungsweisenden Kräfte in bezug auf jene Faktoren angehen, die mit Arbeitswegentfernungen im Zusammenhang stehen, einschließlich der Wahl, umzuziehen, bz.w. mangelnder Schaffung von Erwerbsstellen am Orte. Ein besonderer Zug dieses Aufsatzes ist die Anwendung von retrospectiven Maßnahmen zur Stabilisierung der Erwerbstätigkeit.
