Abstract

GAROFOLI G. (1994) New firm formation and regional development: the Italian case, Reg. Studies 28, 381--393. The Italian case appears to have had a very high firm birth rate, mainly in manufacturing, in comparison with the experience of other economically advanced countries. Regional differentiation in new firm formation has been very high in Italy in the analysed period (1987--1991). The paper deals with the hypotheses to be tested for the interpretation of the regional differentiation in firm birth and analyses the problem of the choice of socio-economic variables which must be examined. The results of the regression analysis prove that production structure (and mainly local productive specialization), firms' size, social structure and professional employment structure are the most important explanatory variables for new firm formation (and for its regional differentiation). The level of local demand does not seem to be a significant factor and increases in unemployment appear to reduce firm births. All this underlines the strong relationship between socio-economic environment and local development, stressing the role of external economies and emphasizing the good opportunities for endogenous development processes. All this means, from an economic policy point of view, that investment to improve the local social and economic 'milieu’ is most important in fostering new firm formation. GAROFOLI G. Par rapport à ce qui s'est passé dans d'autres économies avancées, il est évident que l'Italie s'est réjouie d'un taux de création de nouvelles entreprises très élevé, principalement dans l'industrie. Sur la période étudiée, à savoir de 1987 à 1991, la variation régionale de la création de nouvelles entreprises s'est avérée très marquée. L'article traite des hypothèses à mettre à l'épreuve afin d'interpréter la variation régionale de la naissance d'entreprises, et analyse la question du choix de variables socio-économiques qu'il faut examiner. Les résultats de l'analyse par régression démontrent que la structure de la production (et en particulier la spécialisation productive locale), la taille des entreprises, la répartition des couches sociales et la distribution de l'emploi en fonction des catégories socio-professionnelles sont les variables clé pour expliquer la création de nouvelles entreprises (et la variation régionale). Il semble que le niveau de la demande locale ne soit pas une variable clé et des augmentations du chômage semblent réduire la naissance d'entreprises. Tout cela souligne la corrélation positive qui existe entre le milieu socio-économique et le développement local, en accordant une importance particulière aux économies externes et en attirant l'attention sur les possibilités avantageuses en faveur du développement endogène. A tout prendre, il s'ensuit que, du point de vue de la politique économique, c'est l'investissement destiné à améliorer le milieu social et économique local qui constitue la variable clé afin de stimuler la création de nouvelles entreprises. Im Verhältnis zu anderen wirtschaftlich hochentwickelten Ländern scheint im Fall Italien eine sehr hohe Firmengründungsrate vorzuliegen, vorallem auf dem Gebiet der herstellenden Industrie. Regionale Unterschiede in der Neugründung von Firmen waren im Zeitraum 1987--1991 in Italien sehr ausgeprägt. Der Aufsatz beschäftigt sich mit den Hypothesen, die auf Interpretation der regionalen Differenzierung bezüglich Firmengründungen zu unter-suchen sind, und analysiert das Problem der Auswahl der sozio-ökonomischen Veränderlichen, die überprüft werden müssen. Die Ergebnisse der Regressionsanalysen beweisen, daß Struktur der Produktion (und vorallem der örtlichen Produktionsspezialisierung), Firmengröße, gesellschaftliche Struktur und professionelle Erwerbstätigkeit die wichtigsten, der Erklärung von Firmengründung dienlichen, Veränderlichen (und ihrer regionalen Unterschiedlichkeit) sind. Die Höhe der örtlichen Nachfrage scheint kein bedeutender Faktor zu sein, und Zunahme der Arbeitslosigkeit scheint die Zahl der Firmengründungen zu verringern. All dies unterstreicht die enge Beziehung zwischen sozio-ökomischen Umfeld und örtlicher Entwicklung, wobei die Rolle der außenstehenden Wirtschaften und die guten Gelegenheiten betont werden, die sich endogenen Enwicklungsprozessen am Orte bieten. Vom wirtschaftspolitischen Standpunkt aus gesehen bedeutet dies, daß Investierungen zur Verbesserung des sozialen und des wirtschaftlichen Milieus am Orte den wichtigsten Faktor bei der Förderung neuer Firmengründungen darstellen.
