Abstract

Since a shift in regional policy away from manufacturing to aiding services is being advocated, this paper re-examines the role of manufacturing in regional growth from both an empirical and theoretical viewpoint. First of all, it discusses the importance of manufacturing's share of output, concluding that in output terms, and prior to 1979, manufacturing has not been displaced by services in shares of total output. Secondly, the paper focuses on the theoretical importance of manufacturing to the growth of regional output, showing that for most theories (demand-side, growth-pole, cumulative causation) manufacturing is the natural base for growth potential. Primo on discute de l'importance de la part de la production assurée par les industries de fabrication. II s'avère qu'en termes d'output les industries de fabrication n'ont pas été remplacées avant 1979 par les services en fonction de leurs parts de la production globale. Secundo, cet article porte sur l'importance théorique des industries de fabrication pour la croissance de la production régionale, ce qui démontre que pour la plupart des théories (côté demande, pôle de croissance, causalité cumulative) les industries de fabrication sont la base naturelle de la croissance potentielle. Da in der Regionalpolitik eine Verschiebung von der herstellenden Industrie zur Dinestleistungsindustrie angeraten wird, überprüft diese Abhandlung die Rolle der industriellen Herstellung im regionalen Wachstum sowohl vom empirischen wie vom theoretischen Standpunkt aus. Zunächst wird die Bedeutung des Anteils der industriellen Herstellung am Ertrag behandelt, und man kommt zu dem Schluss, dass, was den Ertrag angeht, industrielle Herstellung vor 1979 im Hinblick auf Anteile am Gesamtertrag nicht durch Dienstleistungen verdrängt worden ist. Sodann wird die Aufmerksamkeit auf die theoretische Bedeutung der industriellen Herstellung für die Zunahme des regionalen Ertrags gelenkt, wobei in Betracht gezogen wird, dass für die meisten Theorien (Nachfrage, Wachstumspol, kumulative Verursachung) industrielle Herstellung die natürliche Basis für ein Wachstumspotential darstellt.
