Abstract

Zusammenfassung Die Pleite der Investmentbank Lehman Brothers am 15. September 2008 löste eine globale Finanzkrise aus. Dies kann als außergewöhnliches Ereignis interpretiert werden, aber auch als eine Krise des Systems. Mittlerweile wurden die Banken stärker reguliert (Basel III), beibehalten wurde aber die bevorzugte Behandlung von Staatspapieren bei der Eigenkapitalunterlegung. Da vor allem systemrelevante große Banken gerettet werden mussten, wird mittlerweile eine Dezentralisierung des Bankensektors angestrebt. Tatsächlich hat aber die Größe der Banken noch zugenommen. Nachdem vor der Krise die Bankenaufsicht eher lasch war, neigen die europäischen Aufseher inzwischen zur Überregulierung — eine Situation, die von den USA und auch von Großbritannien nach dem Brexit ausgenutzt werden könnte. Fraglich ist, ob die globale Finanzmarktstabilität nachhaltig gestärkt ist und die Finanzmärkte eventuellen Schocks widerstehen können.
