Трансферты И Предотвращение Конфликтов: "За" И "Против"

Abstract

Рассматривается роль бюджетного федерализма как механизма предотвращения процессов возникновения и обострения конфликтов в связи с неоднородностью населения. Предложена модель оптимизации системы трансфертов в многорегиональном и неоднородном государстве, подтверждением выводов которой служат результаты эконометрического исследования, основанные на панельных данных по 57 странам мира за период с 1970-1999 гг.
