Abstract

Государственный сектор как значимая составляющая инновационной экономики в России выступает, с одной стороны, производителем (сфера науки), транслятором (система образования) и институтом, ускоряющим диффузию инноваций в производственной сфере частного сектора, а с другой, требует непрерывной инновационной модернизации. Важнейшей управленческой инновацией в государственном секторе выступает реализация принципа централизации в сфере обеспечения потребностей государства через формирование федеральной контрактной системы на макроуровне и укрупнение закупок на микроуровне отдельного субъекта государственного сектора, в частности, ЮФУ.
