Отдача От Высшего Образования В Российских Регионах

Abstract

Оценивая уравнения заработной платы минцеровского типа на микроданных Обследования заработной платы по профессиям (ОЗПП) за 2007 г., мы впервые получаем оценки отдачи от высшего образования для всех регионов-субъектов Российской Федерации. Межрегиональные различия в отдачах оказываются очень значительными. Оценки региональных отдач от высшего образования, полученные на основе базового минцеровского уравнения, лежат в диапазоне от 32 до 140% (от средней заработной платы работников, имеющих среднее образование) при общестрановом уровне отдачи примерно 65%. Вариация в оценках, полученных на основе расширенной спецификации уравнения (с учетом вида экономической деятельности и формы собственности предприятия) заметно ниже, но и она является весьма внушительной: оценки различаются от 60 до 150% при общестрановом уровне отдачи примерно 90%. В таких условиях ставшее уже стандартным оценивание отдачи от образования на уровне страны в целом выглядит сильным упрощением, и ответ на вопрос, каков же уровень отдачи от образования в стране, перестает быть тривиальным.
