Abstract

Планировавшаяся в начале 1919 г. государственная монополия внешней торговли на юге России рассматривается как начало полной государственной монополии. Цель плана состояла в рациональном использовании прибыли от экспорта сырья для снабжения армии иностранными военными материалами. Анализируются противодействие крупных торговых компаний и внутригосударственная коррупция.
