Abstract

Функциональные расходные обязательства ФСС РФ являются для экономически активного населения России формой реализации важнейших конституционных прав на социальное обеспечение в случае болезни, инвалидности, рождения детей, на охрану здоровья и пр. Представляется целесообразным анализ состава и качества государственных гарантий, продекларированных правительством и возложенных на ФСС, а также анализ на их соответствие международным стандартам социальной защиты.
