L’ingresso dell’Italia nell’euro. La battaglia diplomatica per l’accesso alla moneta unica europea

Abstract

Contrary to the expectations of most observers and despite the dramatic state of its public finances in the early Nineties, Italy joined the euro from the outset on January 1st, 1999. Compliance with the Maastricht criteria was the necessary, but not sufficient condition for this historic achievement. As of June 1996, Italy’s government waged a diplomatic campaign that wreaked havoc with the German view of a European restricted “hard-core”. The increasing strain on Germany’s public finances over the course of 1997, coupled with France’s government change, was decisive to enable Italy to break through.
