pROVOCARILE IMPLEMENTARII GUVERNARII ELECTRONICE

Abstract

Implementarea viziunii guvernarii electronice nu doar va aduce in fata noile provocari ale urmatorului deceniu, dar este posibil sa ia unele provocari mai in serios. Toate acestea sunt legate de nevoia de conducere politica si strategica, de transformarea structurala care trebuie sa se realizeze printr-o abordare care il centreaza pe cetatean, nevoia pentru operationalitate si standardizare si pentru implementarea instrumentelor tehnologice si metodologice. In constructia viziunii guvernarii electronice in U.E cele mai importante provocari sunt cele politice, social-economice si tehnologice. Unele dintre provocarile identificate sunt deja cunoscute si au fost bine documentate. Exemple ca acestea sunt: interoperabilitatea si standardizarea, nevoia pentru reingineringul birourilor din spate si nevoia pentru comitete politice si conducere politica.
