Del estado autoritario al estado democrático neutral

Abstract

El presente documento sostiene que las sociedades, en su proceso de avance evolutivo, se dirigen a la consolidación de Estados nacionales democráticos y neutrales en un contexto de economía de mercado mundial. Se entiende por un Estado neutral aquella democracia representativa que no privilegia a grupo social alguno, y realiza funciones imprescindibles que toda sociedad moderna requiere, como son las de la seguridad, infraestructura y garantía de estabilidad económica, para lo que debe disponer de normas previamente establecidas por su poderes legislativos. Concluye que Bolivia es un país llamado a acelerar este proceso si quiere desarrollar sus potencialidades y alejarse de peligrosas situaciones futuras de descalabro.
