La déréglementation de l’industrie du camionnage au Québec : de la théorie à la réalité

Abstract

This paper reviews the situation of the Québec trucking industry after a few years of economic deregulation. Licensing authorities still exist, but in practice they are no constraints left on market entry since January 1st 1988. We will look at the three major issues related to deregulation: structural changes in the industry, discrimination against smaller shippers and carriers' efficiency. Our review shows that shippers benefit from the increased competition situation. They can get better services, of a greater diversity and at better cost. Concentration in the industry and discrimination against smaller shippers do not appear to be the case. Cet article fait le point sur la situation de l’industrie québécoise du camionnage après quelques années de fonctionnement dans un nouveau cadre réglementaire. En fait, même si formellement les permis existent toujours, l’accès à l’industrie a été complètement libéralisé le 1er janvier 1988. Nous ferons donc le point sur les trois principaux enjeux de cette déréglementation économique, soit : l’évolution de la structure de l’industrie, la discrimination envers les petits expéditeurs et l’efficacité des entreprises de transport routier. Notre étude fait ressortir que les expéditeurs ont profité de la concurrence accrue pour obtenir de meilleurs services, plus diversifiés et à meilleur coût. Les craintes concernant la concentration dans l’industrie et la discrimination envers les petits expéditeurs et les expéditeurs en dehors des grands centres ne se sont pas matérialisées. Au contraire, ce sont eux qui ont le plus bénéficié de la situation.
