Abstract

André Raynauld questioned the ability of demand management policies to restore equilibrium in the labour market in a context where only about one third of unemployment is Keynesian. He noted that the budgetary multiplier in Canada is only 1,2 in the short term and practically zero in the long term. In consequence, he suggested that full employment can only be achieved through budgetary rigour and stability, as well as through an improvement in the functioning of labour and capital markets. André Raynauld met en question la capacité des politiques de gestion de la demande de ramener l’équilibre sur le marché du travail dans un contexte où le chômage n’est plus keynésien que pour un tiers environ. Il rappelle que le multiplicateur budgétaire au Canada n’est plus que 1,2 à court terme et pratiquement nul (éviction complète) à long terme. Il en déduit que la réalisation du plein emploi passe par la rigueur et la stabilité budgétaires ainsi que par l’amélioration du fonctionnement des marchés du travail et du capital.
