Il contratto della docenza universitaria. Un problema multi-tasking

Abstract

Questo lavoro intende dare un contributo teoricamente fondato al dibattito sulla riforma del contratto della docenza universitaria, noto come "stato giuridico". Il problema viene affrontato in termini di efficienza organizzativa della "produzione" universitaria, ponendo l'accento sui meccanismi di allineamento "del comportamento dei docenti" rispetto agli obiettivi dell'istituzione. Viene adottato un approccio principale-(facolta') agente-(docente), in un caso "multi-tasking", ossia della corretta incentivazione dello svolgimento di due compiti (ricerca e didattica) da parte dell'agente. In primo luogo, viene dimostrato come l'assetto normativo tradizionale, imperniato sulla progressione salariale per merito scientifico e un obbligo di legge sul monte-ore didattico, non garantisca una soluzione efficiente del problema, in particolare "sul fronte dell'impegno didattico". Viene invece proposto di fare leva sul sistema concorsuale a due livelli, attribuendo alla comunita' scientifica nazionale la determinazione del merito scientifico (idoneita') e alla facolta' il potere contrattuale di chiamata in base al merito didattico in base a standard predefiniti.
