Reordenación y financiación autonómica. Una aproximación

Abstract

RESUMEN La reforma del Estatuto de Autonomía de Cataluña introduce por primera vez el concepto de ordenación y reordenación en el ámbito de la financiación autonómica, lo cual supone también una novedad en el campo del federalismo fiscal. Dadas las implicaciones distributivas que supone la reordenación generada por las ransferencias, aquí se intenta medirlas mediante el empleo de índices de concentración, lo cual constituye una profundización respecto a trabajos anteriores de los autores en cuanto a medir el efecto redistributivo de las transferencias. Asimismo se utilizan indicadores basados en matrices de transición y comparación de rangos, para obtener mayor información sobre la magnitud y sentido de la reordenación. Las principales conclusiones son, por un parte, que la reordenación provocada por las transferencias en nuestro vigente modelo de financiación autonómica de régimen común produce una desigualdad que supone un 40% de la desigualdad inicial y, por otra, la fuerte intensidad de la reordenación, con clara tendencia a la inversión del orden. ABSTRACT The recent reform of the Statute of Autonomy of Catalonia enters by first time the concept of ranking and reranking in the field of the financing of Autonomous Communities, which supposes also a novelty in the field of the fiscal federalism. Given the distributive implications that supposes the reranking generated by the transfers, here we tries to measure them by means of the employment of indexes of concentration, which constitute a study in depth with regard to previous works of the authors of measurement of the redistributive effect of the transfers. Likewise we use other indicators based in matrices of transition and comparison of ranks, to obtain main information on the magnitude and sense of the reranking. The main conclusions are, first, that the reranking generated by the transfers in our model of financing of Autonomous Communities of common regime produces a inequality that supposes a 40% of the initial inequality and, second, the strong intensity of the reranking, with clear trend to reverse the ranking.
