ABSTRACT The paper deals with the structure of opportunity of the local policy in the Andalusia municipalities from the definition of their legal, functional and financial factors. For this object it is considered both the division of municipal services and public policies embedded in the three levels of government (local, regional and national) and the financial capacity of local government. The ‘municipal service map’ is then elaborated allowing knows the capabilities and limits of cities council in the generation and development of their public action. Finally the paper suggests possible reasons for the specific morphology of the structure of opportunities in this region as hypothesis in next researchers.
