Una aproximación cuantitativa de las cargas del Estado y de las CCAA. Distribución de competencias y gasto efectuado

Abstract

RESUMEN El presente trabajo cuantifica el nivel y la composición del gasto que el Estado realiza en competencias propias, competencias de las Comunidades Autónomas y compartidas entre ambos niveles de gobierno. Para ello se utiliza información de gasto liquidado, en términos de obligaciones reconocidas, del presupuesto del Estado. Para delimitar qué tipo de gasto corresponde a cada una de las tres categorías de gasto utilizadas, el análisis parte y distingue, entre la naturaleza funcional, económica y la clasificación orgánica del gasto del presupuesto, y la distribución de competencias entre niveles de gobierno que establece la Constitución Española y los Estatutos de Autonomía de las CCAA. Los resultados obtenidos muestran que una parte importante del gasto que realiza el Estado no se corresponde al ejercicio de competencias exclusivas. ABSTRACT We distinguish and quantify which part of the expenditures of the Spanish central government are on own competences, on competences of the regional governments and those that are on shared powers between both levels of government. The results obtained show that a great amount of the expenditures actually done by the central government are in fact on competences of the regional governments and on shared powers.
