El sistema universitario andaluz al comienzo del tercer milenio

Abstract

RESUMEN El artículo se plantea una serie de reflexiones y observaciones relacionadas con el presente universitario andaluz y, a la vez, apunta algunos de los elementos que pueden incidir, al comienzo de este nuevo milenio, en el devenir más próximo del Sistema Universitario Público de Andalucía (SUPA). Los importantes acontecimientos acaecidos en el transcurso del año 2001 para el Sistema Universitario de Andalucía, tanto en el ámbito de la Comunidad Autónoma como del Estado, en lo concerniente a la financiación y a la oferta de titulaciones constituyen los ejes de análisis. En el apartado de financiación el SUPA ha experimentado un cambio significativo que lo habilita para iniciar un proceso de acercamiento a los sistemas universitarios en los que la transparencia, la eficacia y la calidad institucional aparecen como señas de identidad. En cuanto al mapa de titulaciones, señalar que las notas que han de caracterizarlo están íntimamente relacionadas con la extensión, el equilibrio y la diversificación, presididas por la adaptabilidad a las demandas sociales y por la viabilidad que las propias universidades han de procurar para el conjunto de sus respectivas ofertas docentes. ABSTRACT This article poses a series of reflections and observations related to the current Andalusian university system and, at the same time, it hints at some of the issues which can influence the nearest future of the Public University System in Andalusia (SUPA) at the beginning of the new millennium. The crucial events for the university system in Andalusia which have taken place throughout 2001 both in the Autonomous Community and in the rest of the country concerning financing matters and the offer of university studies constitute the axes of the analysis. As far as financing is concerned the SUPA has undergone a significant change which enables it to start an approaching process drawing near those university systems in which transparency, efficacy and institutional quality become distinguishing marks. With regard to the map of university studies, we highlight that the features which should characterize it are closely related to extension, balance and diversification, derived from adaptability to social demands and the viability that universities themselves have to secure for the whole of their respective teaching offers.
