Betriebsraete und ihr Einfluss auf arbeitgeberfinanzierte Weiterbildungsmassnahmen (Works Councils and their Effect on Employer-Provided Further Training Measures)

Abstract

In der vorliegenden Studie wird der Einfluss von Betriebsraeten auf das Angebot und die Finanzierung betrieblicher Weiterbildung untersucht. Anhand oekonometrischer Schaetzungen mit den Daten des IAB-Betriebspanels, Wellen 2003 bis 2009, wird zudem die Betriebsratswirkung auf die Teilnehmerstruktur naeher betrachtet. Insgesamt bekraeftigen und ergaenzen die vorliegenden Schaetzergebnisse den bisherigen Forschungsstand. So beguenstigen die Arbeitnehmervertreter sowohl das Angebot als auch die Inanspruchnahme von Weiterbildungsmassnahmen sowie eine vermehrte Kostenuebernahme durch die Betriebe. Die Anwesenheit eines Betriebsrates ist weiterhin fuer den Abschluss von Rueckzahlungsvereinbarungen foerderlich, die beim Verlassen des Betriebs fuer Arbeitnehmer faellig werden. Schliesslich beeinflussen Betriebsraete den Anteil an Teilnehmern insgesamt und in ausgewaehlten Beschaeftigtengruppen. (The present paper analyses the impact of works councils on the supply, financing and participant structure of employer-provided further training measures using data from the 2003-2009 waves of the IAB-establishment panel. Our results confirm and extend recent research in this area. They show that employer-provided training is more likely to be offered and completely financed by the employer in establishments with works councils. Furthermore, the presence of works councils encourages the signing of contracts which tend to secure human capital investments for the firm. Finally, works councils affect the structure of participants.)
