    Abstract

    El indice de marginacion elaborado por el Consejo Nacional de Poblacion es una medida ordinal que indica el grado de exclusion que experimentan las regiones del pais (estados, municipios y localidades) del disfrute del desarrollo economico. Este indicador es ampliamente utilizado, entre otras cosas, para focalizar programas de combate a la pobreza. Sin embargo, debido a la metodologia empleada en su construccion, no es posible emplearlo para medir la efectividad de algunos programas gubernamentales orientados a disminuir el rezago social. Aqui se propone una metodologia para la cardinalizacion del indice a fin de que este pueda emplearse como una medida cardinal que posibilite cuantificar las mejoras o retrocesos en el nivel de bienestar de las diferentes zonas del pais. Adicionalmente se presenta una aplicacion de la tecnica para evaluar el efecto de las transferencias del Ramo 33 en los cambios de la marginacion a nivel estatal.
