L'inadéquation actuelle des politiques keynésiennes

Abstract

[fre] Actuellement on ne peut plus utiliser un accroissement de la demande globale comme principal remède pour lutter contre le chômage ou sa contraction pour combattre l'inflation. . L'intégration internationale des économies fait que toute politique isolée de relance risque de provoquer un grave déficit de la balance commerciale et d'insupportables exportations de capitaux. Les endettements publics et privés sont devenus tels qu'ils ne peuvent plus guère être accrus. Les appareils productifs répondent mal aux demandes nouvelles et les anticipations des agents économiques contribuent à faire que les politiques keynésiennes d'expansion manquent leur but. . Inversement une forte contraction de la demande ne va pas sans grands dégâts. . Tout en étant attentifs aux variations de la demande globale pour les modérer, les gouvernements doivent d'une part mener des politiques de revenus pour agir directement sur les coûts et d'autre part stimuler et faciliter les initiatives propres à accroître des offres adaptées aux mutations rapides des techniques et des besoins. [eng] In the current situation, growth in overall demand can no longer be used as the principal remedy to fight against unemployment ; nor can its contraction be used to fight inflation effectively. . The international integration of world economies means that isolated attempts at starting up a given national economy again might provoke a large commercial balance deficit ; it will probably lead to a too large exportation of capital as well. Public and private debt are to a point where they can no longer be enlargened. The production apparatus responds poorly to new demand, and the various anticipations of different economic actors all contribute to the end result of making Keynesian polices miss their targets. On the other hand strong contraction of demand leads to serious problems While they should be attentive to the variations in global demand in order to moderate them national governments ought to adopt revenue policies to act directly on costs and to stimulate and facilitate the proper initiatives to let the supply side grow and adapt to the rapid changes in techniques and needs
