Abstract

[fre] Pourquoi tous les agents économiques et tous les groupes d'agents ont-ils un comportement différent vis-à-vis de la technologie et de l'innovation alors même que les systèmes socio-économiques sont de plus en plus ouverts et que quiconque dans le monde peut théoriquement avoir un accès sensiblement identique à la science et à la technologie? On considère qu'on ne peut répondre à cette question qu'en passant d'un comportement théorique des acteurs à celui des institutions qui rendent ou non possibles de telles dynamiques. Le concept de Système National d'Innovation «ouvert» rend compte du caractère spécifique des processus d'apprentissage, des processus de création et de diffusion du changement dans les processus productifs. Ce concept rend également compte du mouvement apparent et bruyant d'internationalisation, de «globalisation» de la science et de la technologie et du sens de son inégal développement. Cet article est la suite de celui publié en hiver 1992 dans la Revue Française d'Économie par les mêmes auteurs, ainsi que par Paolo Saviotti et Michael Crow.
