Abstract

[eng] Working time reduction in progress. . At the summer of 1999, 18 000 firms had signed an agreement on working time reduction, within the Robien and Aubry laws. Firms that have implemented an "offensive" working time reduction have significantly increased their workforce, even after accounting for the selection bias caused by their previous greater dynamism. The selection variables have their origins in organizational and socio­political aspects as well as strictly economical. By the time of the redaction of this paper, firms that already have reduced their working time seem to fit the neutrality conditions on labor and capital costs. Therefore the observed effects on employment should be lasting. [fre] À la mi-1999, 18 000 entreprises avaient signé un accord de réduction du temps de travail (RTT) dans le cadre des lois incitatives Robien et Aubry. Les établissements ayant signé des accords « offensifs » ont fortement accru leurs effectifs, même en corrigeant du biais de sélection tenant surtout au fait qu'ils étaient initialement plus dynamiques. Les variables de sélection renvoient à des considérations organisationnelles et socio-politiques autant qu'à des variables strictement économiques. À la date de l'étude, les conditions de mise en œuvre de la RTT ne semblent guère s'écarter des conditions de neutralité sur les coûts des entreprises : les emplois créés pourraient être durables.
