Abstract

[eng] The paper deals with the strategic decision making process in an oligopolistic industry where exists a first mover advantage. It focuses on the issue of information sharing between oligopolists.. The paper is based on the case study of the cement industry in the US and Japan. Some of the main results are :. 5.In absence of information-sharing, economic models show that there exists a. tendency to strategic mimetism.. 6.The case study shows that there is an intense information-sharing in the. American cement industry and, nevertheless, a tendency to mimetism.. 7.In case of a mimetic bubble (overcapacity), a solution can be the centraliza­. tion of information and decision (Japan case).. 8.The entry and the heterogeneity of players play a decisive role in the breaking. of mimetism.. Other lessons apply to antitrust policies towards oligopolies. [fre] En situation d'oligopole, c'est-à-dire de face-à-face entre un petit nombre d'entreprises, comment se prennent les décisions stratégiques ? Quel est notam­ment l'effet du savoir échangé ou, au contraire, non échangé, et quelles conséquen­ces peut-on en tirer pour les politiques de concurrence ?. Pour donner un éclairage sur ces questions, l'article s'appuie sur l'étude longitu­dinale d'un secteur oligopolistique, l'industrie cimentière aux États-Unis et au Japon.. Cette étude permet de dégager quelques points importants :. 1.En situation de marché caractérisé par l'absence d'échange d'informations,. les modèles montrent qu'il existe une tendance au mimétisme des décisions straté­. giques.. 2.L'analyse du fonctionnement de marché américain montre que l'oligopole se. caractérise à la fois par un échange d'information important et une tendance au. mimétisme.. 3.En cas de bulle mimétique (surcapacités), les sorties de crise peuvent être. facilitées par une centralisation de l'information et une prise de décision concertée. (cas japonais).. 4.L'hétérogénéité des joueurs de l'oligopole et la possibilité d'arrivée de nou­. veaux entrants sont centrales pour échapper au risque de mimétisme.. L'article tire des conclusions en termes de politique de concurrence.
