Abstract

[eng] The output of insurance services and its measurement : a critic al analysis. . This article puts forward a critical examination of the related concepts of « output » and « productivity » for insurance services and the corresponding measurement methods, whether for individual companies or in national accounts. It is shown that no satisfactory output concept exists that could help answer the issue of economie performances and growth evaluation. Other more sophisticated methods are analyzed, based on classes of losses or classes of contracts. But the possible implementation of these theoretically improved methods is heavy and costly, and it is doubtful that incentives exist for their use, in a context where quantitative or « real » growth indicators seem to be less and less significant for managers and policy-makers. Cet article propose un examen critique des notions liées de « produit » et de « productivité » des services d'assurance et des méthodes de mesure correspondantes, qu'il s'agisse de méthodes utilisées au niveau des compagnies ou dans les comptes nationaux. Il y est montré qu'aucune définition du « produit » ne s'impose et ne fournit de réponse satisfaisante aux questions usuelles de la mesure des performances et de la croissance. La réflexion est alors engagée sur certaines méthodes alternatives, théoriquement supérieures, fondées sur des classes de sinistres ou sur des classes de contrats. Mais le doute subsiste, en conclusion, sur la possibilité et sur l'intérêt d'appliquer de telles procédures, lourdes, coûteuses, et elles-mêmes non dépourvues d'ambiguïté, dans un contexte où la référence à des indicateurs de croissance quantitative ou « réelle » semble de moins en moins utile à la prise de décision.
