Les enjeux du modèle niçois. L'approche localiste du développement en question

Abstract

[eng] Under the "Nice model". . This article is an inquiring into the regional development model that advocates a special strategy for the french Mediterranean - the so-called "Model of Nice". This model faveurs high technologies and conception activities at production activities expense and independently of the market. Its successful results depend upon the national dynamics of migrations and the attractiveness of areas, putting aside the issue of the form of technical spaces. They are also aecompanied by the institution of a segmented society. Beyond the weakness of these results (related to the process reversibility), the relevance of the strategy itself in an open market environment is questioned. Far from helping regions to fit efficiently into european and Worldwide exchange relations, the "Model of Nice" has exclusively significance at the national level, renewing the french disequili-brium Paris/Province.. In contrast, a relevant strategy of development ought to link both conception activities and production activities to the market within large regions. [fre] Les enjeux du modèle niçois. L'approche localiste du développement en question. . Cet article interroge le « modèle niçois », soit la stratégie de développement régional adoptée sur la Méditerranée française. Ce modèle privilégie les hautes technologies et les activités de conception aux dépens des activités de production et indépendamment du marché. Sa réussite repose sur une dynamique nationale des migrations et sur une attractivité des territoires qui secondassent la question de la forme des espaces techniques. Cette réussite s'accompagne également de la production d'une société segmentée.. Au-delà de la fragilité des résultats (liée à la réversibilité du processus), c'est la pertinence même d'une telle stratégie, dans un contexte de marché ouvert, qui est en cause : loin de préparer les régions à s'insérer productivement dans des relations d'échange européennes et mondiales, le modèle niçois prend sens exclusivement au niveau national, dans un déséquilibre Paris/Province renouvelé.. À l'inverse, une stratégie de développement pertinente devrait construire de grandes régions articulant les activités de conception et de production au marché.
