Abstract

[eng] How to manage international economic interdependence : discretionary cooperation or institutional rules. . Two contradictory logics shape the dynamics of international economic relations : that of a growing interdependence, and that of political fragmentation and predominance of national interests. From that premise, this paper argues against discretionary coordination of economie policies as a proper way to manage the world economy. It is more realistic to assume that the world is trapped in a non-cooperative equilibrium. Cooperation should then aim at producing rules of the game designed to promote better non-cooperative equilibria. Deux logiques antinomiques dominent la problématique des relations économiques internationales : celle d'une interdépendance croissante, et celle de l'atomisation politique du monde en États-nations soucieux d'affirmer et de préserver les intérêts nationaux. A partir de ce constat, cet article suggère que la coordination des politiques économiques laissée à la discrétion des gouvernements n'est pas un mode de gestion satisfaisant de l'économie mondiale. Il est préférable de considérer que le monde est bloqué dans un équilibre de politiques économiques non coopératif, et de faire porter les efforts de coopération sur l'établissement de règles du jeu susceptibles d'améliorer cet équilibre.
