Substitution de contraintes dans le financement international du développement

Abstract

[fre] Depuis quelques années, la structure du financement international du dévelop­pement s'est profondément modifiée, notamment dans le sens d'une diminution de la part de l'aide publique et d'une augmentation de celle des investissements de portefeuille et des prêts en euro-devises. Les changements intervenus peuvent d'abord apparaître comme un assouplissement des contraintes traditionnellement associées à l'aide au développement : le nouveau financement semble moins affecté, moins lié, plus rapide que l'ancien. Mais, simultanément, et comme en contrepartie, de nouvelles contraintes ou distorsions se manifestent : le nouveau financement semble plus inégalitaire, moins porteur de connaissances et techniques, plus coûteux, en cela générateur d'un endettement important. D'une façon générale, les nouvelles rigidités et les nouveaux risques du financement international peuvent être vus comme le prix payé pour l'assouplissement des contraintes anciennes. For some years, the pattern of development international financing has been greatly modified : notably, the share of official public assistance has decreased and that of portfolio investment and euro-currency loans has increased. This change can be seen at first as an alleviation of the common constraints which are associated with the official assistance : the new international financing seems less project allocated, less tied, faster than the older one. But on the other side, new constraints and distorsions have appeared : the new financing seems less equalitarian, less knowledge and technology transfering, more expensive and debt generating. As a rule, new rigidities and risks can be seen as the price paid for the alleviation of the old contraints.
