« Perpetuum mobile » et crédit gratuit. Deux propositions oubliées pour améliorer le fonctionnement d'une économie monétaire

Abstract

[fre] Les dernières œuvres de Keynes (Théorie générale, Plan Keynes} contiennent la proposition, parfaitement ignorée aujourd'hui, de taxer les encaisses des par­ticuliers et des entreprises ou les réserves des Etats dans le but d'empêcher la thésaurisation monétaire et les déséquilibres des balances des paiements. Cette idée trouve sa source dans les œuvres d'auteurs eux-mêmes injustement méconnus : Boisguilbert, Proudhon, Gesell ; elle est liée chez les deux derniers auteurs à la défense d'un taux d'intérêt nul. Ces diverses propositions sont étudiées dans l'article et examinées à la lumière de la Théorie générale et de la théorie moderne de la monnaie. Finalement, il est démontré qu'une réforme du type Gesell-Keynes augmenterait notablement les chances d'atteindre le plein emploi sans inflation. Keynes last Works (General Theory, Keynes Plan) include a proposal which has been completely overlooked, to taxe private cash balances and States foreign reserves in order to prevent money hoarding and external desequilibrium. This idea originates in the works of authors who are themselves injustly neglected : Boisguilbert, Proudhon, Gesell; it is related by the last two authors to the advocation of zero interest rate. These varions proposals are presented in the article and examined in the light of the General Theory and of the modem theory of money. Finally, a monetary reform of the Gesell-Keynes variety is demonstrated to be worthwhile.
