Un certain nombre d'instruments sont proposés pour permettre l'analyse fonctionnelle des besoins de déplacement par rapport à une structuration de l'espace donnée, et pour tenter une évaluation des priorités. L'accent est mis en conclusion sur la nécessité d'un système de contrôle permettant d'assurer en permanence la liaison entre objectifs d'aménagement et « manœuvres transport ». Transportation, being the manifestation of « mobitity needs », may be said to be structured by the spatial location of economic and social activities. This paper attempts to determine the role of transportation in a spatial strategy ivhere the final objectives have to be found outside the field of transportation. The transportation manouvers (investments, regulation of flow, information and training of the different operators) are defined and analyzed with respect to their consistency with regional planning objectives. Some analytic work tools are presented :. - functional analysis of the different « mobility needs », generated by a given spatial structure ;. - determination of priorities.. The conclusion emphasizes the need for a control system permitting continuous evaluation of consistency between regional planning and transportation decisions.
