Abstract

[fre] L'utilisation d'un modèle de simulation économique dans la procédure de préparation du VIe plan (1970-1975). . La préparation du VIe Plan a été l'occasion de réaliser une expérience originale d'utilisation d'un modèle mathématique formalisé et résolu sur ordinateur, dans un cadre de discussion plus large que celui des seuls économistes. L'article qui suit illustre les conditions d'utilisation du modèle physico-financier d'une part dans la préparation des choix macroéconomiques du VIe Plan, d'autre part dans deux domaines de la politique économique : la politique industrielle et la politique des finances publiques. Si l'expérience a contribué à élargir et rendre plus claires les grandes options possibles et le coût de leur développement, améliorer ainsi certains aspects du caractère pédagogique de la planification française ainsi que la qualité des travaux techniques auxquels celle-ci donne lieu, elle a montré également les limites de l'utilisation large de modèles de grande taille, limites techniques, mais aussi limites qui tiennent à l'imparfaite représentation de la réalité économique fournie par le modèle. [eng] The utilisation of a mathematical economic model in the process of elaboration of the french vith plan (1970-1975). . The preparation of the VIth Plan gave an opportunity to lead a genuine experience in using a mathematical model, formalized and computerized, in a process of discussion involving people beyond professionnel economists. The following article illustrates the conditions of utilization of the physico-financial model, both in preparing the macro-economic choices of the VIth Plan, and in two fields of economic policy, industriel policy, and public finance policy.. If that experience contributed to enlarge and clarify the potential main options and the costs of their development, improving some aspects of the learning process in the French planning system, and the quality of the technical work done in this occasion, it showed by the same way the limits to the large utilization of big scale models, technical limits but too limits brought by the imperfect representation of the economy included in the model.
