Abstract

[eng] Allocation of resources and draft system in France. . An analysis of the main features of the French draft system helps revealing the economical effects of this recruitment methods in the military sector. Thus, its compulsory aspect leads to a difficult adjustment between growing resources and decreasing needs. Its relatively short duration affects the army efficiency wether as to the training of draftees or in the employment field the trained staff. Finally, the little pay given to draftees does not necessarily make an economical advantage to the military sector.. The draft system has also side effects upon the civilian sector. As a matter of fact, through the drafting of a part of the working population, it can contribute to reduce unemployment and improve vocational training. But it can also raise up a discrepancy between vacant and wanted situations in civilian life. This side effect will reverberate upon the national product level which would then be under the level it would reach not only if there was no military sector but also if there was a voluntary system of enlistment. Finally, the little pay given to draftees has side effects upon the demand for consumption and income distribution. [fre] Affectation des ressources et systeme de conscription en France. . L'analyse des caractéristiques essentielles du système français de la conscription permet de mettre en évidence les effets économiques de ce mode de recrutement pour le secteur militaire. C'est ainsi que son caractère obligatoire aboutit à des difficultés d'ajustement entre des ressources croissantes et des besoins décroissants. Sa durée relativement courte influence le rendement de l'armée soit en matière de formation des recrues, soit dans le domaine d'utilisation du personnel instruit. Enfin, la faiblesse de la rémunération des recrues ne constitue pas .nécessairement un avantage économique pour le secteur militaire.. Le système de la conscription a également des incidences économiques sur le secteur civil. En effet, en réalisant un prélèvement sur la population active, il peut constributer à éponger le chômage et à améliorer la formation professionnelle. Mais il peut aussi être la source d'un désajustement entre l'offre et la demande d'emplois civils. Cet effet se répercutera sur le niveau du produit national. Celui-ci sera non seulement inférieur à ce qu'il serait en l'absence d'un secteur militaire mais aussi à ce qu'il serait dans le cas d'un système volontaire de recrutement. Enfin, la faiblesse de la rémunération actuelle des recrues a des incidences sur la demande de consommation et sur la répartition des revenus.
