Efficacité militaire et structures économiques, sociales et politiques

Abstract

[fre] Une liaison assez stricte existe entre d'une part l'efficacité militaire d'une nation, sa politique d'armement, le mode de constitution de son armée et d'autre part, l'état de ses structures économiques, sociales et politiques. Cette liaison peut être mise en évidence dans le cadre de « l'analyse des systèmes ». Faisant varier successivement chacun des paramètres, et en se référant à des exemples historiques, il semble possible de réaliser de quasi-expériences, portant sur l'efficacité et le comportement du système ; ce qui est tenté dans deux hypothèses : celle d'un comportement gouvernemental soit relativement autonome par rapport à celui de « l'ennemi », soit tenant compte des réactions de l'adversaire, potentiel ou déclaré. Une prospective des conflits entre nations et des systèmes militaires les mieux adaptés pour y faire face, semble ainsi possible. Elle devrait permettre d'améliorer l'efficacité du système militaire national, mais surtout celle des autorités internationales œuvrant pour la paix. [eng] There is a relatively good correlation between on one hand the military efficiency of a country, its armament policy, the mode of constitution of its army, and on the other hand the state of its political, economic and social structures. It could be of interest to show up this correlation, through « analysis of Systems ».If all parameters intervening in the system are varied one after the other, and if one refers to historical examples, it seems possible to carry out quasi-experiments, concerning the efficiency and behaviour of such a system. This has been tried in two possible situations : the behaviour of a government which either remains independent of the behaviour of its « enemy », or which takes into account the reactions of the potential or declared opponent. A prospective study of conflicts between nations and of the military Systems best adapted to deal with them seems by this means feasible. This should make it possible to entrance the efficiency of national military Systems, and above all, that of the international authorities striving to bring about peace.
