Abstract

[fre] L'article tente d'évaluer rigoureusement le rôle du mouvement associatif dans la création d'emplois en milieu rural. Dans un premier temps, on a procédé à une clarification des différents types d'associations rurales et de développement local. On montre que le degré d'engagement dans la lutte contre le chômage et l'exclusion était plus affirmé chez les anciennes associations «culturelles» et «confessionnelles» que chez celles qui sont nées récemment à l'interface entre l'action publique ou professionnelle et la société civile. Puis, dans un deuxième temps, pour tenter de préciser le poids de ces associations «solidaristes» dans la création d'emplois directs et indirects, on s'est attaché à l'analyse de monographies. Malgré l'hétérogénéité des bases de l'analyse, des convergences apparaissent montrant la double importance des projets individuels de vie en milieu rural, et des volontés collectives fondées sur l'idéologie associative, pour penser la question du travail en termes nouveaux et dans sa relation avec le milieu rural. [eng] Exploring rural associations' capacity to product solidarity in front of employment crisis - In order to evaluate rural associations' influence on problems of unemployment and test their reputation in creating employment and social insertion, several approaches have been experimented. Numerous and diverse are the associations acting in rural areas under the banner of " local development ". Based on different criteria (origin, purposes, function....), a typology has been first established. It shows that the old and " cultural " associations have introduced, in their targets, the fight against unemployment and exclusion, though the more recent ones born out of French decentralisation and EU rural development programs, are less preoccupied by those problems. Then, through the analysis of an enquiry giving some quantitative information (number of employees, status of workers in a federation of 6 network associations) we have appreciated the direct role on rural employment.
