Abstract

[fre] Le deuxième dispositif de préretraite agricole, appliqué de 1995 à 1997, a connu une inflexion sensible de ses objectifs afin de favoriser, davantage que le premier programme, l'affectation des terres libérées aux jeunes agriculteurs. On présente ici les effets de cette politique sur l'installation en agriculture. Apparemment les objectifs ont été atteints puisque le nombre d'installations a été stimulé grâce à cette mesure. Cependant l'impact à moyen terme risque d'être moins favorable en raison des restrictions qui vont toucher le marché foncier. Par ailleurs, les installations supplémentaires, notamment celles qui se réalisent en dehors du cadre familial, restent en fait relativement peu nombreuses et le coût du dispositif apparaît élevé par rapport aux résultats obtenus. The aims of the second early retirement scheme for farmers, implemented in France from 1995 to 1997, has known substantial changes, to support more than the first programme, the intergenerational transfer of farm holdings in favour of the young farmers. In this paper, we try to measure the effects of this policy. It seems that the objectives have been reached since the number of establishments in agriculture is significantly higher than during the 1992-1 994 period. However the mid term impact will be less favourable, because the land market will be strongly reduced; besides the real additional establishments are not so important specially those that are achieved out of the family frame, and the cost of the programme seems very high, comparatively with the results that have been obtained.
