La métamorphose progressive de l'agriculture tchèque

Abstract

[fre] Basé sur l'analyse de données macro et micro-économiques, l'article dresse un bilan de l'agriculture tchèque. En 1995, la production agricole, après une phase d'adaptation récessive, semble connaître une relance (différenciée selon les productions). Celle-ci, stimulée par le resserrement du ciseau des prix et l'octroi d'aides directes, ne permet toujours pas d'assurer aux exploitations -quelle que soit leur forme juridique ou leur situation géographique- un revenu suffisant pour renouveler le capital existant. Ceci a conduit le gouvernement à mettre en place une politique d'accompagnement vigoureuse qui vise en fait à favoriser la modernisation d'une agriculture compétitive dans les zones à faibles contraintes agronomiques, tout en soutenant le développement de systèmes extensifs dans les zones défavorisées. Appliquées à une agriculture où les grandes structures restent dominantes, les exploitations peu spécialisées et la main d'oeuvre importante, ces orientations ont des conséquences sur les formes d'aides que l'Union européenne peut apporter. [eng] The czech agriculture progressive metamorphosis . Based on macro and micro-economic data analysis, the article presents a review of czech agriculture. In 1995, after a recessive adaptation, the agricultural production seems to enter into a boost (variable within productions). Despite the tightening of price scissors and the granting of direct subsidies, it does not allow the farmers to insure the renewal of working capital yet -whatever their juridical form or their localisation is-. This leads the governement to set up a strong supportive policy. It actually aims at encouraging a competitive agriculture in low agronomic constraints areas as well as developing extensive systems in less favoured areas. Applied to an agriculture where big structures prevail, where farms are not very specialized and where labour remains important, this policy influences the choices of aid that European Union may grant.
