Abstract

[eng] The european union and Central-Eastern europE : agricultural policy and trade issues . During the "pre-accession" period, the European Union grants to the Central and Eastern European countries tariff preferences on agri-food products, mostly subject to quantitative limits. However, the CEECS have not so far taken full advantage of these concessions, while exports by the EU to the CEECS are increasing significantly. As regards agricultural policy in an enlarged Union, there is a difference of opinion between those who put in question the CAP, stressing the excessive cost of applying it in the CEECS, and those who reject such an approach, considering that the 1992 MacSharry reform is working. Indeed, while the CAP is not in crisis, the Commission is unlikely to propose radical reform. The CEECS, however, need dear guidance, especially as regards price policy, the role of compensatory payments and production quotas. The Commission must work out a strategy to this effect. Toutefois, les PECO n'ont pas jusqu'ici tiré plein profit de ces avantages, alors que les exportations de l'Union européenne vers les PECO augmentent sensiblement. Quant à la politique agricole dans une Union élargie, on constate une divergence entre ceux qui remettent en question la PAC elle-même, soulignant les coûts excessifs de son application aux Peco, et ceux qui refusent une telle approche, estimant que la réforme MacSharry, engagée depuis 1992, porte ses fruits. En fait, la Pac n'étant actuellement pas en crise, il est peu probable que la Commission propose une réforme "radicale". Cependant, les PECO ont besoin d'orientations claires, notamment en ce qui concerne la politique des prix, le rôle des paiements compensatoires ainsi que les quotas de production. La Commission doit élaborer une stratégie à cet effet.
