Sécurité alimentaire, auto-suffisance et protectionnisme dans les pays industrialisés

Abstract

[eng] Food security, self-sufficiency and protectionism in the developed world . The continuing influence of the notion that self-sufficiency in foodstuffs increases or maintains food security is demonstrated. The dearth of economic analysis is noted and tentatively redressed. The risks and costs of food insecurity in rich countries are systematically investigated. Then critically assessed is the contribution of policies which maintain self-sufficiency, irrespective of their effects on the form of agricultural production. Finally some elements of a more effective policy are proposed, involving storage, international contracts, and preparation for consumption adjustment. [fre] L'influence constante de l'idée selon laquelle l'autosuffisan- ce en matière alimentaire augmente ou assure la sécurité alimentaire est démontrée. On remarque la rareté de l'analyse économique à cet égard, analyse à laquelle on essaie de donner un nouveau souffle. Les risques et les coûts auxquels sont exposés les pays riches en matière d'insécurité alimentaire font l'objet d'une enquête systématique. La part de responsabilité des politiques qui soutiennent l'autosuffisance sans se soucier des conséquences sur la production agricole est largement critiquée. Enfin, certains éléments d'une politique plus efficace sont proposés : il s'agit du stockage, de la signature de contrats internationaux et de la perspective d'un ajustement de la consommation.
