Instabilité et organisation des filières coton en Afrique

Abstract

[fre] L'expérience réussie des filières coton en Afrique francophone laisse entendre que les organisations et les institutions jouent un rôle central dans le développement agricole. La question centrale est d'assurer une stabilisation flexible pour s'adapter à l'environnement international tout en permettant les anticipations des agents et un partage du surplus favorable à l'accumulation. Cette problématique de « méso-économie institutionnelle » est mise à l'épreuve dans le cas des filières coton d'Afrique francophone. [eng] The successfull experimentation of « network restructuration » such as the cotton operation since 1986 mean that the organisation and the institutions play a great role in the development. Therefore the question would be less to work again on the market rules in face of the state distorsions than to make efficient organisation appear that would allow learning by doing. This article set out some contribution of the institutionnal « meso economy » as far as networks are concerned and secondly see the application to the cotton network in Africa.
