De la convergence communautaire à la cohésion des politiques nationales : le financement des politiques socio-structurelles dans la CEE

Abstract

[fre] L'article porte sur les transformations des politiques socio-structurelles dans la CEE, à travers l'étude des budgets agricoles du FEOGA (1979-1991) et de quelques budgets nationaux. Les deux moteurs du changement de politique ont été l'hégémonie croissante des contraintes liées au marché et l'élargissement au Sud. Les politiques socio-structurelles ont donc évolué de l'encouragement au développement productif vers les aides compensatrices, et de la convergence des formes de développement vers un effort pour maintenir la cohésion d'une Communauté hétérogène. Mais cette politique de cohésion se heurte, par exemple pour les aides à la modernisation et aux zones défavorisées, à des capacités inégales de mobilisation administrative et financière des Etats. Plus généralement, on observe une forte autonomie des politiques nationales, aussi bien dans l'usage des réglementations communautaires que dans la mise en oeuvre de mesures nationales. This article deals with the transformation of socio-structural policies in the EEC, through the study of agricultural budgets in the EAGGF (79-91) and the study of some national budgets. The two motors of the policy changes were the rising hegemony of market constraints and the enlarging of the EEC. The socio-structural policies have thus evolved from the encouragement of productive development towards an effort to maintain the cohesion of an heterogeneous EEC. But this policy of cohesion comes up against unequal capacities for administrative and financial management in the member States. Examples are given for subsidies to investment and for LFA. More generally, the authors point out the considerable autonomy of national policies, both in the use of Community regulations as well as in the application of national measures.
